An illustrated brochure describing a new policy framework for health in the 51 countries that make up the WHO European region. Fundamentally a charter for social justice, the new policy framework provides a science-based guide to better health development and outlines a process that will lead to progressive improvement in people's care. The brochure also establishes an agenda for European health action through to the year 2005. The new health for all policy, embraced by all 51 countries in the region, is based on a rigorous assessment of the health problems of Europe. The policy sets targets for improving these problems, and outlines practical strategies, of proven effectiveness, that can be followed by national governments, organizations, and civil society. The policy also serves as an ethical and scientific framework for decision-makers at all levels to assess the impact on health of their policies, and to use health to guide development action in all sectors of society.
